Financial Aid Announced for Damaged Bar Infrastructure

The Bar Council of India (BCI) has introduced a One-Time Special Relief Scheme 2025 to provide financial support to bar associations in Punjab and Haryana that have been severely affected by the recent floods, excessive rainfall, and waterlogging.

Under this initiative, the BCI will extend financial grants (not loans) to repair and restore damaged infrastructure of bar associations. District-level bar associations are eligible for up to ₹2,00,000, while sub-divisional bar associations can avail ₹1,00,000.

Environmental Component: Tree Plantation Grants

Alongside infrastructure relief, the scheme also focuses on environmental recovery and sustainability. The BCI has allocated ₹10,000 for each district bar association and ₹5,000 for each sub-divisional association exclusively for tree plantation and maintenance activities.

This step ensures that along with rebuilding, efforts are made to improve ecological balance in flood-affected regions.

Application Process and Deadlines

Bar associations seeking relief must apply within 60 days from the date of the scheme’s announcement. The application should include:

  • A resolution passed by the executive committee
  • An expert certificate verifying the damage

In exceptional cases, delayed applications may also be considered by the BCI. Once approved, funds will be directly transferred to the official bank account of the concerned bar association.

Transparency and Accountability Measures

To maintain accountability and transparency, recipient bar associations are required to:

  • Submit a utilization report within three months of receiving the funds
  • Attach photographs and detailed descriptions of the completed restoration work

This monitoring ensures that the grants are properly utilized for the intended purpose.

Extended Definition of ‘Floods’

The BCI has clarified that the term “floods” under this scheme is not restricted to overflowing rivers but also covers excessive rainfall and waterlogging. This broader definition ensures that a larger number of affected bar associations can benefit from the scheme.

Role of the Bar Council of Punjab and Haryana

The Bar Council of Punjab and Haryana has been directed to widely circulate the details of the scheme and forward verified applications to the BCI at the earliest to ensure speedy sanction and disbursal of funds.
